2018 SUDAN POSITION PAPER

Global cooperation is essential in order to address issues affecting people worldwide. The Republic of The Sudan is currently committed to cooperating with ally nations and the UN to provide stability and growth around the world. The Republic of The Sudan has had a healthy relationship with many countries and strives to continue and better those relationships as well as to build more in order to better the quality of life of all people, regardless of nationality.

The Republic of The Sudan believes in the necessity of global cooperation for the advancement of the world and humanity as a whole. The International Criminal Court (ICC) has accused the Republic of The Sudan of various egregious crimes against residents of the Darfur region. However, we are not party to nor signatories of the Rome Statute, and as such should not be forced to abide by it or relinquish any of our democratically elected officials to international custody. This opposition to the ICC’s attempts at overreach is not indicative of an unwillingness to cooperate with other nations; the African Union (AU) has agreed with this decision, indicating the support of many other African nations. The Republic of The Sudan looks forward to working with its fellow denizens of the world in balancing international justice and national sovereignty.

As a developing nation, the Republic of The Sudan is supportive of the International Atomic Energy Agency (IAEA), and looks forward to partnering with the IAEA and the Russian State Cooperation for Atomic Energy during the upcoming construction of the Republic of The Sudan’s first nuclear reactor. Currently, 85% of the energy generated in the Republic of The Sudan is produced through the burning of fuelwood, leading to rampant deforestation, which in turn causes desertification, destabilizing the Republic of The Sudan’s already fragile environment, and thus the economy. Therefore, the Republic of The Sudan welcomes IAEA oversight during the building and use of the reactor, as its creation is crucial to fixing the Republic of The Sudan’s energy crisis and improving the lives of its citizens, 65% of whom do not currently have access to electricity.

The Counter-Terrorism division wishes to improve The Republic of The Sudan’s relationship with other countries. As the Republic of The Sudan is deep in conflict with South Sudan, and relations with Egypt are becoming strained, the Republic of The Sudan has conflict with them over land and the river waters, there is the threat of yet another war. With national debt rising, plus quickly draining resources, the country can no longer risk spending so much to counter terrorist actions. The Republic of The Sudan still believes that U.N creating and spending money on an entirely new division dedicated to terrorism is a waste of world funds, the nation is still happy to work with other nations such as the USA and Russia in efforts against terrorism and war, even if we can no longer wish to contribute funding.

With hundreds of thousands of refugees from various countries — including South Sudan, Yemen, Eritrea, and Syria — fleeing to the Republic of The Sudan, we place great value on hospitality and cooperation between countries and peoples. In order to provide assistance to those fleeing violence in their homelands, we have relaxed Travel Permits requirements, allowing for more efficient humanitarian access, and we support and seek aid from UNHCR. We appreciate all help and aid for refugees that the UNHCR has provided for those within our country thus far, and value our relationship with them. In addition to the refugees taken in from outside countries, some of our own citizens are experiencing difficult conditions as a result of internal conflicts in Darfur; many of these people are displaced within the country, while others are  crossing borders. Now, with armed conflict in the region subsiding, and stability returning, we expect to see a consistent, if gradual, recovery. The 2017 easing of economic sanctions will enable us to improve the economic situations of both the refugees we are taking in, and our citizens.

The Republic of The Sudan fully supports global cooperation in alliance with the United Nations Office on Drugs and Crime. (UNODC).  They are currently interacting with the International Crime Police Organization (INTERPOL). In addition, the Republic of The Sudan has reached tripartite border control agreements with the Central African Republic, Chad, and South Sudan. Not only is the Republic of The Sudan working to fight the illegal trafficking of persons across the border, they are doing so with drug trafficking across their borders. The Sudanese government strongly believes that by reducing trafficking along their borders, other countries will begin to do so which would eliminate the issue globally.

The conflict experienced by the Republic of The Sudan and its people at points within its history helps to strengthen our current stance on global cooperation. We support the alliance of nations so as to provide aid to those in need, knowing that the favor will be returned should ever it need be. We also seek to make global progress in the quality of life for all peoples. Many conflicts, of varying natures, stretch across borders, and we recognize that global cooperation is a must in order to confront these issues.
